Description: Lecture, three or four hours; discussion, one hour (when scheduled). Requisite: course 40. Designed for juniors/seniors. Study of character and formation of political attitudes and public opinion. Role of public opinion in elections, relationship of political attitudes to vote decision, and influence of public opinion on public policy formulation. P/NP or letter grading.

Winter 2018 - I enjoyed this class a lot. Baylor is a fairly engaging lecturer, but I think his real strength is his curriculum. It's really well synthesized and Baylor draws a clear and important connection between the public's inattentiveness and real-world political outcomes. It's obvious that he's very much in the Zaller mold, yet there's actually not a ton of overlap between his and Zaller's and Patterson's classes. This class is also more 2016 Election-centric and current-events-centric than those ones, I'd say. Exams are easy if you go to lecture, and the paper is probably of average difficulty. Workload is on the lighter side. I wouldn't take this class if you really dislike dry personality types; otherwise, I would highly recommend this class to anyone.

Course: PS 141b BEST PROFESSOR AT UCLA! CLEAR - He types up the lecture outline for you, you just need to fill in the blanks. He goes slow and makes sure everyone understands what he is talking about FAIR - His tests are all straightforward; he even posts the questions for his tests up FUN - Great guy, funny and will not bore u to death like many other professors who talks like they hate their job. Phil loves what he does and he is so passionate GREAT PROFESSOR, I would take him for every single class at UCLA. Seriously.

He is a great lecturer, and informs on what he plans to put on the midterms and finals. However, getting an A in this class is very difficult. I got an A- after doing 98 and 96 on the two midterms, the final he gave me an 88 and wouldn't let me dispute it. The readings are not all that important, just go to class and pay attention.
